My flat screen computer monitor is really dirty?
It has smears and tiny splotches. It got this way because I have no idea of the proper way to clean it.
What do I use to clean my flat screen monitor w/o causing damage?
Do NOT use windex or anything else with ammonia in it. It damages the anti-glare coating on LCD panels and can leave permanent streaks on the screen.
A damp lint-free cloth works for the splotches, and just any old lint-free cloth works for the dust.
If you want to spend money, get yourself some special "LCD screen cleaner", should run you ~$10-20 and will come with cleaning cloth things. They are a rip-off at the price, but the stuff does work.

slight windex on a towel, or go to walmart and get some computer cleaner towels.
